The contradictions of perestroika: The case of agriculture*
Economics Faculty, Amsterdam University
Received June 1, 1990;
Summary
A survey of recent developments in Soviet agricultural policy. Attention is paid to recent policy discussion (in particular about the most efficient use of labour and land) and to the chief reforms already implemented. It is concluded that the reforms did not bring the expected results. The reasons for this are analysed. Potentially the most important reforms are the laws on ownership and land and the lease programme, which could lead to (partial) decollectivisation. As yet the latter has not occurred but the legal conditions under which it could occur have been created.
